SHRUB OAK - A small crowd of trustees and members of the Friends of the John C. Hart Library gathered in the upstairs offices of the library on East Main Street last night to officially welcome a new director and board member, while paying tribute to those leaving after several years of service.

Welcomed as the new director was William F. Lynch III, presently the. head of the Student Services Department at the Bloomfield Public Library in Bloomfieid, N.J.

Lynch, 30, will replace retiring director Mrs. Elain Sclar, who is leaving the post after six years to spend more time with her family and to travel, she said.

The group last night also welcomed new board member Gene Doody, who was officially appointed to trusteeship last week by the Yorktown Town Board effective last Monday. Doody, a former president of the Friends of the John C. Hart Library, is replacing retiring trustee Michael Poster.

Poster, a board member for the last 12 years, has been an advocate of good public library services in Yorktown for the past 20 years. He was a founder of the Friends library support organization.

Lynch comes to the library "well qualified," according to Board President Tom Howard, noting that the new Director has a professional librarians certificate from his home state and is a member of the American Library Association, the Association o( College .and Research Libraries (Library Administration Division, Young Adult Services Division) and a member of the Information Science and Automation Division.

Lynch, who is planning to be married on Aug. 20, and to move then into an apartment in Old Yorktown Village from Springfield, N .J ., learned of he library opening about three months ago by reading a paid advertisement placed by the board of directors in The New York Times. He was one of five interviewed of the 25 applicants for the $15,000-per-year post. He was approved by the library board last month and officially installed by a formal vote of the board at a meeting called to order after the evening's welcome gathering.

Lynch told the group last night that "the town has a good library system," and that, as the new director of the 44,500-volume library, he would "strive" to make improvements when and where needed.

His employment to be effective Sept. 1, Lynch will reportedly also continue his studies at New York University, where he has been a doctor of philosophy candidate in the field of higher education administration since September, 1972. He holds two master of arts degrees, one received in April of 1970 from the University of Michighan in Ann Arbor, Mich., in the specialization of library science, and the second in education administration from the ยท University of Notre Dame, Notre Dame, Ind., presented in December 1971. His bachelor's degree in social studies and art was earned at Seton Hall University, where he was employed prior to switching to the 170,000-volume Bloomfield Public Library.

At Seton Hall, he was employed for several months after his June 1969 graduation date in the 220,000-volume university library as a professional librarian, specializing in reference service, primarily to undergraduate students. He has experience in the designing of advertising and the selling of advertising space for a New Jersey advertising firm, obtained both during and after completion of his undergraduate work. He has also authored a guide on the organization of library service for young adults.
