YORKTOWN HEIGHTS - With the scratching of a late July or August grand opening date for the John C. Hart library extension on the first floor of the Sixth Grade School on Commerce St.; it now appears that it will be almost one year after the date it was rented that the library extension actually opens to the public.

While the town has already expended several thousands of dollars for the rental of three- classrooms in the former Yorktown Central School District elementary school, Yorktown Community Development Block Grant Program Coordinator _ Joel Levy, whose federally funded program is picking up the tab for renovations and rent in the building, said yesterday that it won't be until Monday that the rooms are painted.

The painting, to be done under contract by the Paint Spot of Mohegan Lake, is $2,090, according to Leur, and it will raise his office's amount of expenditure on the full renovation of the library extension space to about $6,000.

The cost of the project last month was thought to be "a little over $4,000," including the sharing of $1,970 unanticipated bill with the school district for two required steel I-beams. But the CD coordinator says that since the foll cost will be about $6,000. or $1 ,000 more than the $5,000 CD budget line-item allows, an additional $1,000 will be subtracted from the CD program's "contingencies" line-item to cover it.

The decision not to use town employees to do the painting was recently made, he said, ''because it was thought it would detract from town services.'

Also, now that the painting will not be done by town department workmen, but by contract painters, someone is also going to have to pay the cost of more than "just paint." -- and again, it's CD.

When the painting is completed, probably in a few days, according to Levy, then the library furniture will still have to be secured, probably used furniture and shelving keep the cost down.

Last month, Peggy Daly, administrative assistant to supervisor Albert Capellini, reported that she was interested in securing the 12 to 15 year old library furnishings in the former Marymount Academy secondary school for girls in Tarrytown.

On Thursday, Mrs, Daly said that a $5,000 surplus in the John C. Hart Memorial Library's budget line-item for personnel, realized so far this year due to personnel changes, is more than enough to cover the cost the furniture, and that she recently made an offer to the former school's owners,- the Marymount Convsnt, also ill Tarrytown.

However, "the nuns are on vacation,'' sbe said; adding that although she wall supposed to get answer to her "low offer" last week, the nuns' vacation schedule may have something to do with the fact that she still hasn't received an answer or counter-figure.

Both Levy and Mrs. Daly report that the John C. Hart. Library Board's trustees "are being patient" about the delays in getting things established in the Sixth Grade School and moved out of the trailer next to town hall were the current extension operates.

The Yorktown Town Board authorized an agreement with the school district on Oct. 5 of last year to rent the south (newest) wing of the 60 year old former school, and a basement area for the Yorktown Nutrition Program, for one year at $20,000 of CD funds.

The south wing, which on the second floor houses the Yorktown Town Museum, saw the museum begin pre-grand opening operations only a few weeks after the agreement was authorized by the town board.

Official "red tap" involved' in paying for the renovations- with federal CD monies and the inability to initially affirm related plans with the library board were the reported reasons why a grand opening date for the extension had been put off for around the beginning of the year until summer.

Then, during the renovating in July, it was found that two concrete I-beams had cracks in them, delaying the start of painting operations, it was reported, for a couple of weeks until the I-beams were replaced to reinforce the front
side wall of the building and the ceiling in the extension area space.

The major point to the renovations of the three rooms of the old school building was to create one large reading room and a workroom for library employees and volunteers.
