The trustees of the John C Hart Memorial Library met on Tuesday evening, September 28 to consider a report on a survey made during the summer by Miss Agnes Cowing, of Yorktown Libraries and their resources, and also to plan a budget for the coming year.
The survey was authorized by the trustees at their July meeting, for the purpose of finding out the library assets and needs of the town, with a view to improving them.
Miss Cowing is eminently fitted for such a task as she is a graduate of Pratt Institute of Library Science, and has had many years of experience in library work, particularly in the children's department, public schools and in organizing new libraries. Miss Cowing was assisted in the survey by Mrs. Julian Bond who is a graduate of Pittsburgh Institute of Library Science and who has worked in New York Public Library. The trustees are greatly indebted to both Miss Cowing and Mrs. Bond for their work and time given to make this much needed survey. A summary of their report follows:
John C. Hart Memorial Library, Shrub Oak. Assets. 1) Attractive building with excellent facilities for extension of library service. 2) Fairly accurate records which meet state requirements. 3) A large old-type book collection, about 10,000 volumes, as a foundation, and a good collection of current titles. 4) A librarian who is interested and conscientious and doing an excellent job, though limited by the time at her disposal and the lack of professional training.
Needs: 1) Rearrangement of book collection to better advantage and provide for a reference and reading room, children's room, librarian's office and committee room. 2) Book collection needs weeding out and rounding out for greater usefulness. 3)Subject catalogue should be made. 4) A full-time librarian with training and experience could expand the library's usefulness.

Assets: Practically none
Needs: 1) Adequate quarters devoted entirely to the library. 2) Book collection should be weeded out, inventory taken, shelf list, and author and title catalogue made. 3) Book collection should then be rearranged on shelves with proper fiction and non-fiction grouping. 4) Supervision of a trained librarian is needed if branch is to be organized and expanded to meet state requirements.
